Eighth: The Political Vision of the Yes Libya National Movement

Introduction

The Yes Libya National Movement is a civil democratic organization committed to the comprehensive overall national reconciliation and restorative justice which will take our society to freedom, democracy, and the creation of a civil state, under the slogans Libya by all for All, No Marginalization, No Exclusion. and instead work to accomplish and restore security and economic stability, leading to a system that can achieve sustainable development and social peace, setting free all human potential and energies of the local communities promoting solidarity, responsibility in maintaining public order and protecting national wealth against loose fiscal strategies, manipulation and corruption.

The Yes Libya National Movement emerges to fulfil the absence of a clear political vision which expresses the will of the nation and its people from all components of society. This absence being the main cause of the ongoing crisis makes it imperative for all capable national efforts to unite and work together to put an end to the increasingly dire national situation. This rather difficult yet attainable task requires scientists, civil groups, political parties and civil society institutions to work on presenting a vision that can bring the country out of the ongoing and unprecedented state of loss and division; a vision based on the values of political pluralism, tolerance, freedom and the right to self-determination, transcending any claims of possession of truth or claiming all rights of opinion while denying the rights of others, instead thinking of a future that has room for everyone and leaving behind any historical controversies and doubt.

The Yes Libya National Movement looks at all priorities and organizes efforts to match the size of issues and challenges at hand and work in parallel with dedicated teams to save time and increase productivity and outcome.

The Yes Libya National Movement is aware of the difficulties to form a political vision during the nation’s transitional phase without the formation of a strong alliance of national strengths emerging from the understanding of ongoing challenges and possessing the will to rebuild on sound rational grounds.

Without dwelling into the causes of the ongoing dire situation, The Yes Libya National Movement and all its components are aware of the magnitude of the upheaval that hit our homeland and led to this stage of fragmentation, disarray and injustice the Libyan people are being subjected to, lack of safety and security, dwindling education, inefficient health services, nonexistent salaries and lack of liquid cash in the majority of banks around the country which have led to the emergence of an unforgiving parallel financial black market which unjustifiably fluctuates the value of the Libyan Dinar and monopolizes the livelihoods of the Libyan people of whom a third are displaced refugees inside the country and abroad. Tribal feuds and disputes among families and individuals leading to violence, extortion, kidnapping and demanding of ransom, fraud, murder and intimidation have become widespread common occurrences terrorizing Libyans and tearing the very fabric of Libyan society.

This situation has led to Libya not being able to defend itself against foreign threats and against the plundering of its land, sea and air, stripping the country of its will and sovereignty, things have gotten so bad that Libyans began avoiding to mention their nationality when abroad just to avoid extra obstacles and unnecessary attention and distrust from people of other nationalities. All this accompanied with a looming shadow in the mind of every Libyan that their country might break apart and seize to exist as they know it.

Despite all previous attempts to look for effective solutions to unite and rebuild and restore harmony, the situation continues to get worse and Libyans continue to suffer. To Libyans who love their country and fear for its future, this leaves no other choice but to put aside their egos and put an end to their differences, engage in a serious dialogue to pass this critical crossroad and combine and concentrate their efforts and work together on a road map that leads to final consensus, peace and prosperity and the creation of civil society.

For the transitional phase and restorative Justice road map to be effective, it must address the following;

1. Examination of facts on the people effected by conflict.

2. Explore facts about damages and where they occur.

3. Agreements on the basis of equitable compensation.

4. Establishing a transparent road map for the State Administration and Government.

5. Preventing bloodshed and aggression.

6. Abolish injustice, exclusion and marginalization.

7. Put an end to disputes over power and priorities public interests.

8. Restore confidence and national cohesion and restore harmony through reconciliation amongst the Libyan people.

9. Activate and enforce amnesty laws immediately.

10. Release all prisoners and detainees and return of displaced persons and refugees inside the country and abroad.

11. Avoid dwelling into the past except to learn from the mistakes of the past.

12. Acceptance of others and their different opinions and coexistence on the bases of equality and mutual respect.

13.The Libyan tribes are an important social umbrella that must be informed of all matters agreed upon.

14. Renounce and combat terrorism and violence in all its forms and renounce those who approve and promote it.

15. Seek justice in state courts and refrain from taking the law into one’s own hands.

Dialogue is The Solution

Any serious attempt to resolve the ongoing crisis and put an end to the suffering and the deepening divide must encourage all Libyans to engage in a constructive dialogue and find commonalities between all conflicting parties, we must convince ourselves of the necessity to stand together and resolve our differences peacefully and conserve whatever energy, strength and wealth we still have to emerge from the ruble and build the future. Instead of prolonging the conflict for many years to come until eventually we are forced to sit and talk things out because we are too weak to fight and too weak to rebuild.

Reconciliation based on dialogue requires the inclusion of all components of Libyan society as a condition for its success, yet some still insists on excluding important segments of society such as members and supporters of the former regime and its defenders.

The solution must be based on the efforts put forward by Libyans themselves and not wait for foreign intervention which has again and again failed to come up with an effective solution. Libyans must move and seek an end to their suffering and save their own country and renounce policies of armed conflict, predominance, isolation and eradication.

Parties of the Dialogue

1. National influential elites in the Libyan tribes and cities.

2. National figures and active individuals from all facets of society.

3. Karama and the nucleus of the national army in the eastern region.

4. Dawn of Libya with its various components and configurations.

The movement will leverage every opportunity that will aid in bridging the gap between the Libyan people utilizing all available means of communication from social networks, workshops, seminars, lectures, video and audio conferences, television and radio broadcasting on numerous channels and outlets , web publishing, newspapers and magazines, communications with regional and international powers, which will allow the Yes Libya National Movement to create an unprecedented dialogue conclusive to all related parties, working together to form the following bodies as the final transition into a civil society of tolerance and progress as follows;
